Russia says it is extending pause in Aleppo bombing until October 22The Russian Defence Ministry said on Friday it was extending a pause in bombing militants in the Syrian city of Aleppo until 1900 local time on Oct. 22. Sergei Rudskoi, a defense ministry official, was shown on state TV as saying that what he called the "humanitarian pause" in Aleppo would be in place from 0800 and until 1900 on Oct. 22. Russia has temporarily halted air strikes to allow civilians and rebels to leave the city.
U.N. rights body sets up special inquiry on Aleppo crimesThe U.N. Human Rights Council agreed on Friday to launch an "independent special inquiry" into events in the Syrian city of Aleppo, where the top U.N. rights official said air strikes constituted war crimes. The Council asked the existing U.N. commission of inquiry to "conduct a comprehensive independent special inquiry into the events in Aleppo" to identify those responsible for alleged violations and to ensure that perpetrators are held accountable.

The guided-missile destroyer USS Decatur challenged "excessive maritime claims" near the Paracel Islands, among a string of islets, reefs and shoals over which China has territorial disputes with its neighbors, the officials said, speaking on condition of anonymity. The latest U.S. patrol, first reported by Reuters, is expected to anger Beijing and could further escalate tensions over the South China Sea.

Dollar hits eight-month high, stocks set for weekly rise
The dollar rose to its highest since February against a basket of currencies on Friday as investors weighed the likelihood of higher U.S. interest rates, while a measure of world stocks dipped but looked set for its first weekly gain in four weeks. The euro hit a seven-month low against the dollar after the European Central Bank left its ultra-loose policy unchanged on Thursday but kept the door open to more stimulus in December. The dollar also was bolstered by comments from New York Federal Reserve President William Dudley earlier this week that the Fed was prepared to raise U.S. overnight interest rates, and by decreasing likelihood of Donald Trump winning the U.S. presidency.
Truce extended in Aleppo but UN delays evacuations
The UN said Friday security concerns had forced it to delay planned evacuations from Syria's Aleppo, as Russia extended a truce that was largely holding for a second day. Moscow said it was extending the unilateral "humanitarian pause" in the Syrian government's Russian-backed assault on opposition-held east Aleppo until 1600 GMT on Saturday.
