Philippines condemns 'barbaric beheading' of German hostage
By Manuel Mogato MANILA (Reuters) - The Philippines and Germany condemned on Monday the beheading of an elderly German captive by Islamic State-linked Abu Sayyaf militants who posted a video of the killing after a deadline for a $600,000 ransom passed. The video showed a machete-wielding militant behead Jurgen Kantner. Jesus Dureza, presidential adviser on the Philippine peace process, said officials had exhausted all efforts to save Kantner, 70, who was held on the tiny southern island of Jolo.

UN slams North Korea over 'provocative' sanctions evasion
Backed by China, the UN Security Council on Monday unanimously condemned North Korea for its "irresponsible and provocative" attempts to evade sanctions. The council agreed during a closed-door meeting on "the importance of full compliance" with sanctions resolutions, said Ukrainian Ambassador Volodymyr Yelchenko, the council president. The remarks endorsed by China, Pyongyang's sole ally, followed a report by the UN panel of experts that showed North Korea was flouting sanctions by resorting to middlemen and front companies abroad.

Trump budget plan boosts Pentagon, trims State Dept, EPA: officials
The White House will send federal departments a budget proposal on Monday containing the defense spending increase President Donald Trump promised, financed partly by cuts to the U.S. State Department, Environmental Protection Agency and other non-defense programs, two officials familiar with the proposal said. One of the officials said Trump's request for the Pentagon included more money for shipbuilding, military aircraft and establishing "a more robust presence in key international waterways and chokepoints" such as the Strait of Hormuz and South China Sea.
